Giovani Palestinesi Italia

Executive Summary

Since the start of the ongoing genocide in Gaza in October 2023, Italy has maintained a strategic and continuous pipeline of military hardware and energy resources to Israel, directly facilitating the technical infrastructure of the assault. Despite repeated public assurances from Foreign Minister Antonio Tajani and Prime Minister Giorgia Meloni that Italy had restricted arms exports to Israel, this report exposes a vastly different reality: a network of Italian companies, state-linked entities, and logistical infrastructure that has delivered at least 416 military-related shipments and over 224 kilotonnes of fuel originating in Italy to Israel since October 2023 – totals confirmed through shipping records that likely represent only a fraction of the true scale of transfers.

As a signatory to the Geneva Conventions, the Arms Trade Treaty (ATT), and the Genocide Convention, Italy is legally and morally bound to ensure that its industrial and state exports do not facilitate serious violations of international law. The evidence presented in this report strongly suggests that these obligations have been breached through supply chains that have bypassed public scrutiny and helped sustain the machinery of genocide, with downstream implications also suggesting an Italian role in the current war on Iran.

Alongside manufacturers and suppliers, the shipments detailed in this report also implicate major Italian airports and seaports, including Rome Fiumicino, Milan Malpensa, Genoa, and Ravenna. They further implicate fuel terminals at Taranto and Santa Panagia Bay, maritime carriers such as Mediterranean Shipping Company (MSC) and ZIM, and airlines including EL AL, ITA Airways, and Challenge Air Cargo.

Key Takeaways

  1. At least 416 military-related shipments and over 224 kilotonnes of fuel originating in Italy have been delivered to Israel since October 2023.

  2. These transfers continued despite repeated public claims by the Italian government that arms exports to Israel had been suspended or restricted.

  3. The shipments include weapons, fighter jet parts, avionics, drone-related equipment, and other military goods essential to Israel’s assault on Gaza and the broader region.

  4. Fuel shipments from Italy have been delivered covertly, with vessels using AIS-off maneuvers and destination changes to conceal deliveries to Israel.

  5. We call on workers, people and government across Italy to take all necessary measures to ensure that no more weapons, military components, or fuel leave Italian territory for Israel.

Our Demands

Faced with the plausible risk of genocide as recognized by the International Court of Justice, and the standing arrest warrants issued by the International Criminal Court, the Italian government must immediately:

  1. Impose a comprehensive Two-Way Arms Embargo on Israel.

  2. Cancel all active export permits and technical assistance agreements.

  3. Terminate the supply of crude oil and gasoil used by the Israeli military apparatus.

  4. Establish transparent oversight for all transshipments and dual-use exports passing through Italian ports and airports.

  5. Cancel the Italy-Israel military memorandum, which is scheduled for renewal in April 2026.

Italy must take direct responsibility for the weapons logistics chain operating on its soil. To continue these transfers is to remain complicit in the systematic eradication of the Palestinian people.
